Mr. Holmes began EASI’s affirmative action program and compliance practice in 1990. He and his colleagues now oversee the development of over 4,000 affirmative action programs per year for over 125 active clients around the country. Working with our analysts, he also provides consulting services in the design of databases used for EEO and other human resources planning and reporting purposes, including systems for developing diversity metrics; advice in responding to OFCCP audits or conducting internal audits; compensation analysis; and other areas related to EEO.
Mr. Holmes is co-author of two of EEAC’s most popular resource manuals: Developing Effective Affirmative Action Programs (now in its 7th edition) and Managing OFCCP Compliance Evaluations (in its 6th edition), as well as Conducting Impact Ratio Analyses for Potential Employment Discrimination. Prior to joining EASI, Mr. Holmes was Vice President of Equal Opportunity Programs at Bank of America, responsible for compliance activities and AAPs for the Bank nationwide. He began his career at the U.S. Department of Labor, working at the agency’s headquarters from 1972 until 1985. Among his positions at DOL was that of principal author of many OFCCP regulatory proposals and policies, a position he held from 1976 through 1982.
The University of Maryland at College Park is Mr. Holmes’ alma mater, from which he received both Bachelor’s and Master’s degrees.
